Cypriot Permanent Residency: A Safe and Effective Pathway to European Citizenship
The Cyprus Permanent Residency Program opens a safe and efficient pathway to becoming a European citizen. By investing in real estate in Cyprus, investors and their families can quickly obtain permanent residency, which can then be used to apply for citizenship after a certain period of residence, enjoying the full rights of EU citizens.
Cyprus Permanent Residency by Investment Program
The Cypriot government's permanent residency program by investment allows investors and their dependent children under 25 to obtain residency rights within 8-12 months of investing €300,000 in real estate.
Eligibility requirements for the program
Previously, the Cypriot government offered two pathways for investors and their families wishing to easily obtain Cypriot citizenship:
- Invest to obtain citizenship directly.
- Invest to obtain permanent residency (PR) and the opportunity to become a citizen after 7 years.
However, the investment-for-direct citizenship program has been suspended since the end of 2020 due to EU requirements.
Currently, the only way for investors to qualify for Cypriot citizenship is to participate in the real estate investment program that grants permanent residency (PR).
To participate in the program, investors need to meet the following conditions:
- Real estate investment with a minimum total value of 300,000 EUR.
- Investors need to demonstrate a minimum annual income of €50,000, plus €15,000 for each spouse and €10,000 for each dependent child.
- A clean criminal record certificate is issued by the country of residence and must be renewed every three years.
- Minimum stay: 2 years per visit to Cyprus.
The Cyprus permanent residency program does not require foreign language skills, educational qualifications, or management experience. The application process is quick, taking 8 to 12 months, with all documents processed entirely in Vietnam.

Benefits of becoming a permanent resident of Cyprus
Once investors complete the investment process and are granted permanent resident (PR) status, they and their families will receive most of the same benefits as local citizens, including:
- The right to freedom of residence, study, work, and business.
- They have access to free or very low-cost healthcare and education.
- Permanent ownership rights to real estate.
- Permanent residency cards are valid for life and do not require renewal.

Conditions for obtaining Cypriot citizenship
- Legal residency requirements: Investors must have resided in Cyprus for a minimum of 5 years (equivalent to 1,825 days) within the last 7 years. This includes a requirement of continuous residency for at least 12 months prior to the citizenship application date.
- Maintaining the investment: Investors must continue to maintain the initial investment made to receive permanent residency (PR). This ensures that the commitment to invest in the Cypriot economy remains valid.
- Health and criminal record: Investors must be in good health and have no prior convictions, criminal records, or legal issues that could affect their citizenship application.
- Language proficiency test and interview : Investors are required to pass a language test and an interview to demonstrate understanding of Cyprus's country, culture, and laws.
Upon becoming a Cypriot citizen, investors enjoy the full rights of a European Union (EU) citizen, including the freedom to travel, work, and live in any EU member state. In addition, they have the right to vote and participate in political activities in Cyprus, access to high-quality healthcare and education services at preferential rates, and benefit from a comprehensive social security system.
In particular, a Cypriot passport allows visa-free travel to over 170 countries and territories worldwide, opening up many favorable opportunities for work, business, and international travel.

Invest in Cyprus – Seize the benefits of Schengen citizenship.
In 2025, Cyprus is making significant strides toward joining the Schengen Area, opening up great opportunities for investors seeking residency. As a member of the Schengen Area, Cypriot citizens will enjoy visa-free travel between 29 countries in the region, facilitating work, business, and tourism.
This not only increases the value of a Cypriot passport but also provides a significant advantage for investors who already possess citizenship or permanent residency in the island nation.
Investing in Cyprus at this time is considered a strategic move, allowing investors and their families to capitalize on the benefits when Cyprus officially joins the Schengen Area. Obtaining Cypriot citizenship or permanent residency will become more valuable than ever as Cyprus reaches this significant milestone this year.
